Carl Moyer & FARMER Program

The Carl Moyer Program was established in 1998 as a partnership between the California Air Resources Board (CARB) and local air districts. This grant program provides funding for replacing, repowering, or retrofitting eligible heavy-duty engines with cleaner-than-required technology.
The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides funding through local air districts for agricultural harvesting equipment, heavy-duty trucks, agricultural pump engines, tractors, UTVs, and other equipment used in agricultural operations. The FARMER Program is supported in part by California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work.
The 2024 application period for the District's Carl Moyer Program and FARMER Program closed on May 23, 2024.

The District administers the Carl Moyer Program through a Policies and Procedures Manual approved by the Governing Board. The Policies and Procedures Manual for the Carl Moyer Program was last updated in December 2022. The FARMER Program Policies and Procedures Manual was last updated in March 2024.
Additional Grant Programs:
The California Air Pollution Control Officers Association (CAPCOA) administers the Rural Assistance Program (RAP) to assist rural districts in funding eligible projects.
The USDA Natural Resources Conservation Service (NRCS) has additional opportunities for agricultural engine replacement projects.
