This Rule was approved, however it will not be active until the US EPA officially delegates authority to the District (date pending). The Butte County Air Quality Management District (District) is proposing adoption of a new regulation, Rule 270–Asbestos Demolition and Renovation to limit the emissions of asbestos to the atmosphere and require appropriate work practice standards and waste disposal procedures for all renovations or demolitions and asbestos waste disposal sites within the District unless exempted by the Rule. This regulation is currently enforced by the California Air Resources Board (CARB). The adoption of this rule will transfer the responsibility of oversight locally to the District. Rule 270—Asbestos Demolition and Renovation will provide the District with the authority to enforce the Asbestos NESHAP ATCM requirements and the District will apply for delegation from the federal EPA after adoption of the regulations (if they are adopted). Rule 516- Asbestos Demolition and Renovation Fees (see below) is proposed to cover the estimated reasonable costs of review, inspection, and monitoring related to the implementation of Rule 270.
